I don't use a cintiq, but whenever I have problems on my tablet, REMOVING (INSTEAD OF RESTORE) "my preferences" AND "all user preferences" fixes everything.
Assuming from what you've said about how you'd rather not have to restore every 20 seconds, maybe the problem keeps coming back because you haven't REMOVED my preferences and all user preferences?
Also it's important where you're installing your drivers to. If you have 2 different Disks (for example an SSD as a boot disk, and an HD for stroage) you need to make sure your driver is installed to the main disk (where your windows is installed on). I remember wacom driver doesn't ask you WHERE you want everything to be installed, so it automatically installs to the directed disk (which you can change, though I don't remember 100% on how to do that, you can google this).
So I would suggest:
1. REMOVING all preferences
2. UNINSTALLING all wacom drivers (try to get rid of the extra folders created in the program files too)
3. INSTALLING the latest driver to your MAIN DISK WHERE WINDOWS IS INSTALLED ON
4. TRY GOOGLING if other cintiq 22HD users are having the same problem with the latest driver update
