I wanna mix sci-fi style with an image of film noir-hero.
Character investigates murders with his android-partner(I hope I'll upload his concept later).

First sketch.
I had pretty much troubles with illustration roughs. I wanted to create a story in this art, show the char in work, draw a crime scene. So, first idea was noir detective meets the killer near crime scene, but it's not a human, it's a monster, and viewer can see a shadow of this creature.
Unfortunately, I don't have enough skills to create such illustration in time( I decided to reject this idea.

Second and third pics, I just wanted to try neo noir style. Maybe you know Only god forgives or Hotline Miami, both of them have cool neon color palette.
I think the third one is good. What I see from my phone... that one has also blue, but not as strong on the face. But defenetly I would use a version with blue. Because of the cold and warm color contrast is so high it draws more attention to the main character.
I personally prefer the one with most natural light, but if you want a light contrast, maybe you could put the whole foreground bathed in one light( the blue?) and the background in red, or opposite. just my 2cent.
Neon color palette can be really cool, like in the new Blade runner movie
If that's what you're aiming for then yeah you should totally go with the second or third one !
