There are mages in the world and each element has the appropriate magic school.
Powers begin to show in some people during the childhood. Unfortunetely for fire, only 25% of children survive the first manifestation. They are then taken to the school, where they learn to control, and most importantly - protect from the element that live inside them.

Ok so the main idea is that fire is very hot.
Like really HOT.

Many artists seem to neglect that fact, but when you hold your hand next to a ball of fire, you'll get BURNED.

So the fire mages, who produce the fireballs out of their hands need to PROTECT themselves!
