after few days of sketching and thinking abut the functionality of the briefcase I decided when opened it will fold out into weapon called Perun's Hand.
Perun's Hand is a device which takes electricity from the air, amplify it and shoots through the palm of the hand. (Electric conductors --> Magnifying Transmitter --> Tesla Coil). Because this weapon is quite heavy there is Magnetic Levitation device which makes it easier to hold and handle.
I also took liberty and did some world building. I wanted to show few snippets of the world through blueprint of the weapon. I have few more ideas for world building and will be posting that in next updates.
I think everybody knows who Nikola Tesla is but probably some of you do not know who Perun is. In Slavic (and by that Croatian) mythology, Perun is the highest god of the pantheon and the god of sky, thunder, lightning and storms.
Here are some rough sketches of my thought process for the weapon.

here is another update. I think I am overdoing it here a bit but I can't help it as I am having so much fun with this challenge.
While thinking about my final image I said to myself why not create some action poses and attacks for Mr.Blue. Essentially he has three attacks. Electrocute - short range attack which targets one enemy. Thunder Struck is long range attack, quite slow but very effective. And finally Shock Wave is short range attack which targets multiple enemies. Also I designed Fox Gangsters while I was at it.
Below you can see visual representation of those attacks.

Wow, this character is getting better in each post. Very well made paintings! The idea for the attack is super cool and very well thought of. I have only positive things to say.

Hi guys!
I am back with a new update. I finally started working on final image. My thought process for this one was that I wanted something bright and happy but in contrast with it I wanted to portray not so happy action scene. It's utopia where rabbits live but underneath the surface something is rotten to the core.
I am uploading composition sketch I did few days ago and colour progress so far. I am still far from completing it but wanted to share.

i really like these maybe you could've did an old comic style layout and have him attacking in 3 separate scene's. (idk i like these) Feel like in this new scene he is about to die. Looks cool though, maybe give me that last stand feeling can no flashy bits yet. 
I think this would look better at night time. I’m guessing you’re still going to add all those lightning effects right? So all those glowy bits and and very bright colors would look really cool if the sky was a darker, it would pop up more, but so far everything else is greeting, can’t wait to see al the vfx added!
Not sure if anyone pointed this out but...was Mr Blue very close to Tesla somehow ?
Brilliant character and especially his powerful glove/hand.
Really enjoy so much all the little details and the depth of field.

Wow this is amazing, the rendering and the colours and the composition and everything! Really really well done! I would say though that the direct placement of that cumulo cloud right behind his head is kinda distracting, especialyl when it takes away from his white eared silhouette. Maybe having those clouds off to the side nearer where the fox in the foreground is?

I plan to do one more detail pass on the effects and characters just to tighten everything bit more.
With the full force of the Perun's hand Mr.Blue is taking fight to the Order of the Fox and defends The Institute.
@3dc Mr.Blue is in fact finest of The Institute employees and taking care of the Foxes shouldn't be any problem to him.
@yazziixx, thanks for the feedback. I would agree but then again it would also be easier. I took it as a personal challenge to see if I can make cool, action oriented illustration in a day scene. Let me know if I succeeded.

@nesokaiyoh, thank you for the comment. I am using big cloud as a framing element in the composition. I knocked down lots of brightness and details from it so hopefully that is gonna help for the midground and especially Mr.Blue to read better. What do you think?

At first I didn't get the bullet sliding on his back (I thought it was rockets in the far background).
Now it's perfectly clear and that's a brilliant idea !

When I started with the contest I gave myself few personal goals I wanted to get done during the challenge. Character design, prop design, storytelling and world building. With all of those I pushed myself as much as I could to deliver something I would be proud of. I am quite happy with the results (for now at least ) and I hope you'll like it.
