So I've looked into it (lightly) being a Queenslander and I can't seem to find anything on strict competition laws in QLD for 'games of skill' because this isn't a 'game of chance' (I mean, it's not a game but these are the main options)
What I did find though was:
Special category 3 games:
Must be a person intending to conduct a single art union for the welfare or benefit of individuals who need help because of a disaster or a disadvantaged individual
Gross proceeds are more than $5,000
Requires a special category 3 gaming licence [gaming as in gambling]
Category 4 promotional games (trade promotions):
These are free entry draws conducted to promote goods or services
Any person may conduct a promotional game; however, they are normally conducted by businesses to promote the sale of products

Does not require a licence

As a rule of thumb, Games of Skill โ competitions that require a user to answer a question or submit something (Showing โSkillโ in order to win) โ donโt require Trade Permits within Australia. These competitions are selected by a judge through a selection process where the best or most skillful entry decides the winner.
Trade Promotions in QUEENSLAND :
Trade Promotions do not require a permit, but there are special conditions on some formats to be met under $2,000 and under $50,000. See : QLDโs competitions-raffles-bingo etc information page for a complete summary. In short, if you meet the criteria, you will only need a permit above $50,000.
Businesses conducting Trade Promotions do not require a permit if there is no entry fee.

So from what I can tell, it must be shipping concerns to Queensland. Which I feel should only really apply to regional QLD - you know how big QLD is though. But thems the rules.
