This is a really interesting composition you have here. I really like how the eye is cousciously directed toward the main subjet. The dog is well defined by the way!
Alright, the first thing I would suggest is to darken the image - even if you are afraid to, this is a night scene, this as to be dark. You can't paint the sky light blue because the sun isn't shining, here you have a lamp and the surface affected by its light is pretty limited compared to the sun.
In fact, the light difused by the lamp will help to define the scene. It's almost like making some "clair-oscur" : you paint light on to of a dark background. Contrast is the key in this type of scene so do'nt be afraid to widen your value range.
Be aware of the color of the light you're using because it will affect the overall atmosphere: Whites will becore orangish- blue will become a desaturated green - green will become a desaturated yelowish green, ... etc. The general hues will automatically become warmer and more or less desaturated if it's a warm or a cool color.
If you you are not sure, I will suggest to study from photos or at least getting the overall colorscheme from it befor trying to reproduce it. ( I know color pincking could be bad but if you learn from it it's good. )
To add some deph I would suggest to darken the background around the two lamps and may be adding a rim light coming from the left.
