Try to place behind the character more dark objects, for example, as a building on the right side of the canvas. This will enhance the effect of his luminous hands.

If you're using photoshop, there should be an option to lower the quality of the image when trying to export as a jpg file. If you lower it down to 90-80% you should be fine

Looks nice one suggestion , give a dark multiplied layer gradient from bottom to top. That will give like a focal point to the torso , the leg feels as bright as the body.
Good suggestion @mengo and @innocent! That definitely helped; however, the right side of the image looks a little out of balance now so I'll have to put something else there instead.@archsider That's probably a good idea, I'll give it a shot.
I'm not sure if I like the arms glowing or on fire more.

Congrats on finishing! Glad you ended up putting some dark stuff behind him to help make the arms pop, and went with the more fiery arms instead of glowing ones. Nice work and good luck!
