did you use any specific filters or modes on a brush or just purely coloured it this bright?

I layered the same color in different layer modes and aopacities on top of each other (screen, overlay, color dodge) and put the gaussian blur filter onto some of them to achieve the glow. Did that with a couple of layers, was a little messy haha. Hope that helps!
