I did a quick Paint over.

I worked on the perspective of the scene a bit. Guessing its a 1 point perspective scene. You can correct me if I'm wrong. I changed the contrast of things as well as defined the buildings in the foreground. Things wouldn't be this dark because you still have the light from the sky as well as light coming from the windows and cars that will be below.. You'll get a lot of bounce light in different areas. I didn't push it super far but it's something to think about. Just look at photo reference of New York, Tokyo or Hong Kong at night. Those are great reference.

Also, you can define the character a little more. This is a good start to the scene. I really like how you did the water. Guessing you used some kind of custom brush to get the effect of waves. Keep up the good work. I'm not Marc but I hope this helps a bit.

thanks so much for critiquing as much as you did, this is the kind of replies i love receiving. The reason the foreground was so dark was I wanted to draw the eye to the city and the story behind the dark foreground is to resemble that of slums and a poverty-stricken area so there wouldn't be any cars to add any bounce light. That being said though you're obviously right in to saying there would still be bounce light so I should really work on things like this! The character of choice was to hope help create a sense of perspective and scale as well as add to the story of a "dream-like" state of wanting to live within the lively city. I really like how you added the detail to the foreground, I think the added perspective to the buildings aides in bringing everything together that much more. And yes the water effects are from custom brushes as well as knife brushes. Thanks again for such a detailed critique and going through the trouble of doing a paint over!

No problem at all. I think if you want to bring emphasis to the city in the background, then you could make it seem the buildings seems more lively with more colors and light beaming around. The Purple was a good start. You could age the buildings where the character stands in the foreground. By age I mean add things to make the buildings look old an beat up. Contrast that with bright lights on the other side. Think Los Vegas for example.
Look up Dystopian Landscapes to get some good reference/inspiration if you haven't already
Side note, another thing you can probably add to the foreground is fire in garbage cans. That can be an extra story element to show how bad one side is to another. Just a thought.
