Hi there, can I make a flying city ? After the war, people can't live on lands anymore because of toxic gas, they have to build a flying city above the old ones. Is it eligible enough ? Thanks.

You can make anything as long as it fits the genre you chose and isn't against the rules.

Are there any rules on medium choices: Watercolor, gouache, copics etc?
My Wacom was laid to rest a month ago. Currently build funds for a new one.

Do not understand the contest in the beginning was "reconstruction" and with the little time I have was doing something about that idea and now says fatasia or science fiction and also increased the days and I'm totally lost

The rules are just more flexible now, nothing's changed on your end other than you have 30 more days to submit a kickass entry
