Great design and awesome facial expressions! I feel like the hand area could use some more icemaster elements, but that might be just me, they just seem a little... missmatched? compared to his whole outfit (On a tangent - he feels like he's gonna explain his evil plan any second now :D) Damn, he's cool

Great changes, the floating ice shards (I assume) are a nice touch ^^ I feel like he does have some dragon aspects about his look as well (in the vein of the polymorphic dragon aspects from Warcraft or Sleeping beauty (that's an example combination I never imagined hearing, let alone writing personally :D)
I’ve got two different compositions for a final illustration, because the last one felt a little too energetic for this newer iteration of him... choices choices. The top one is kind of a hero vs villain analogy, where the dragon has a lion in its jaws (A heroic animal, i’ll add lion motif’s to the ‘hero’ character to make a clear link, and symbolize the soon to be defeat of said character.)
The bottom one is just “Look at me showing off my ice dragon isn’t he cool?”
Thie first one is great!
