I like your character, and I find glowing horns idea very intriguing! Just a small improvement: his elbows is too low, compared to the shoulders, and that's makes his forearms look tiny.
Cernunnos is actually why in the end I went with the deer design instead of the rabbit. Yea it is really cool how there still is a lot of history still found there but a lot of the older Celtic stuff was lost because they didn't have a written language and some shaman practices were believed to be too holy to be written down.
