Well currently it's not obvious what he's looking at simply because we don't see anything else.
If you want to implement that story aspect of him looking over his hometown then you could try zooming out more, potentially horizontal canvas and exploring the angles.
It could be a shot of his hometown from over his shoulder for example (like we wont see his front coz he won't be facing us.)
or you could show the view a bit like from above as if we are the bird flying over him and seeing him sitting there and looking at his town.
You cant really show everything at once, so you have to make a clear decision for yourself what it is you want to depict, If you really want to show a character from his best angle sitting in a clocktower, I don't think there will be a chance for us to see the rest of the town.
It all really breaks down to trying out more variations in a sketch and developing an idea.
Sketches can be very schematic as long as you understand it.
So I guess, you just have to explore potential angles and see what works best
