I don't really get a "dragoon" vibe here. If anything, its more of a Chameleon warrior with wings on top of the helmet.
One thing that confuses me are some of the design elements. For example the sharp shapes around the waist area. You've established the armor shape language as being more organic so the sharp shapes there seems off putting. The stripes of the arm sleeves can be repeated in other areas possibly as well.
The anatomy seems a bit wonky in areas such as the left arm. The folds there and for the right arm look off and the distance of the shoulder to the elbow and the elbow to the hand seem a bit off as well. Also, because you have these straight lines at the end of the gloves, the arms seems really flat.
Hopefully I didn't sound too negative here and things made sense. I assume some of the good qualities were already mentioned such as the cool pose and the mustache giving him character. You have an interesting design with some interesting colors, but, I feel like some things can still be worked on.

Thank you so much. A lot of things are off tbh. I’ve been gathering critique on this and you have one of the better criticisms here. I’m going to redesign a bunch of things. I changed the pose gesture here because after a while he seemed so stiff, just looking at him. I will take your crit and reply with changes. Thanks again

I tried my hand at the anatomy here. I did it rather quickly but hopefully this helps. I made the legs a bit longer and worked on the shapes as well. The Stomach area is a bit weird. I should've used reference for it. He seems to have a small head but I think the proportions still work with this stylized character.
