I am using Photoshop CC 2015 and my Computer is MSI GE63VR 7RE Raider.
I have an issue where when I zoom in to the canvas to draw, the canvas will jump into a random location outside of the canvas and sometimes when I'm in a full canvas , my line doesn't come out when I draw.

I have tried reinstalling wacom software and finding the oldest CC but the situation is still the same. I am not familiar with windows 10 settings as well.
I really would like some help and hope I do not have to jump to another software. Google didn't help since I have done most of the recommendation.

I had the same problem and this worked for me perfectly:

A) Create a text named PSUserConfig.txt with the following lines:

Use WinTab
UseSystemStylus 0

place the file in the following directory

C:\Users[user name]\AppData\Roaming\Adobe\Adobe Photoshop CC 2018\Adobe Photoshop CC 2018 Settings\

B) restart photoshop and be sure Windows ink is disabled

  1. Go into windows settings

devices-->pen and windows ink:
turn all options to off

The B) part can also be done by going into Wacom tablet properties (click Start and type "Wacom", it will show up) here
