For the eyes, you need to think of the eyeballs as spheres inserted into the skull and the eyelids will more or less follow and outline their shapes. So all you need to do is treat them as a spherical shape. To help, you can start by gradually building them up from their basic form.
Also, perhaps one of the reason why you feel they don't feel right is because of the rendering of the whole face is too soft which makes it harder to read the forms overall and also some of the features don't seem to follow the same angle as the others (such as seeing under the nose while seemingly looking at her from above) To help with that I would recommend again starting with the basic forms of the face and shade it with harder edges before softening them up where needed. For me it feels easier to work this way for rendering and by starting with more basic forms it's easier to put things in the right angle.
So obviously it's rough, probably not quite accurate and the style looks different from yours, but hopefully it makes sense. Basically start form basic shapes and then build up from there. It will help you make sense of everything (at least it does for me) I hope this helps
