I feel like I've finally come up with a good enough description for my character.

Lady Liberty

The Spirit of Lady Liberty inhabits a host body when the country needs her the most. A young woman is found “worthy.” When someone is chosen, the entity that is Lady Liberty
possesses the host. When she inhabits a worthy vessel, the host remains the
same but now gains the aura and powers of Lady Liberty. Lady Liberty speaks to
her host through their thoughts. The host of Lady Liberty emits a light that
radiates from their head and shoulders. From the aura you see the Liberty
Spikes shine through, which is the crown worn by non-other then Lady Liberty.
The crown indicates complete synchronization between the host and Lady Liberty.

With practice and a little bit of patience the host learns to call upon her companions. Lady
Liberty teaches her host how to summon the “Eye of Providence” or the “All-Seeing
Eye.” The All-Seeing Eye or the Eye of God watches over humanity. For Lady
Liberty this symbol allows her to call out two great spirits. One is the great
Bald Eagle which flies over head, allowing Lady Liberty to learn about anything
that could be a threat in the distance. The other is the Grey Wolf to help on
the ground. The Grey Wolf is strong, loyal and a great hunter. When the symbol
is called upon the two spirits emerge from it as if it were a doorway.

Working out some basic costume designs. When I decide on the one that I like the most I'll build up on it. Adding jewelry and a little more character to the design and of course I'll also include aspects of Lady Liberty.

I'm really indecisive. Narrowed the selection down to half so far

OK OK I think my planning stage is coming closer to an end. I've got a couple of minor decisions to make about the character's personal style. Right now I'm leaning more toward the version on the left. Just to help with the conception of this character there are still a few things that I'll need to solve when I get it all into 3D, such as; the crown or Liberty Spikes made out of light, her aura, and possible companions if I have time for them (fingers crossed).

Thank you @Flix_Stephan! At first I didn't think I wanted to go with this idea because it was my very first one and thought I should try and think out a few more. However non of the others felt as enjoyable as this one.

Here is a quick timelapse I made of the start of the sculpting process. Finally gonna get moving into 3D.

Getting a few basic shapes in place now.

Getting started on some facial features. Right now, everything is still generic and may have some drastic changes a little farther down the road. I'm hoping to get back to it a little later tonight.
