Since it's the theme of the contest it'll be heavily weighted - the country (single country) needs to be an existing one, in current day and the design must take cues from the country's culture but the character can be anything. Basically it should be obvious where it's from just from its design.
Very stereotype example - you could have an elf ice wizard representing Canada with a moose-inspired outfit, with prominent red and white colors, maple leaf patterns on parts of his outfit and have him use maple syrup as his mana potions.
Everyone is free to explore the limit of the rules but keep in mind the judges will expect certain things so it's always safer to approach the theme in a straightforward way 
The character can be portrayed in any time period, but the design needs to be based on current day flag colors/culture. It can still be a sci-fi or fantasy design.
