I dont specialize in environments, but this looks like a really fun challenge.

I was thinking along the lines of Water world meets Nagrand(worldofwarcraft) meets No Mans Sky. Global warming causes sunken city, sunken structures. Civilization lives high on platforms above the drowned old world.
Ideas/sketches

Initial image draft. Will need to bring more evidence of 'Building atop the old world', but its a fun start with an interesting flow.

Update on my previous sketch, this is mroe of an exploration painting for the world than a final piece. Lacking some of the core content of 'building ontop' but my worlds is build HIGH above the ruined cities. Just need to find a strong visual to show this.
