Books, get books on 2D design, color, anatomy, animation, how to draw (blank). Study them and try to apply what you read when you draw. Get a part time job so you can afford a decent art tablet and program to use, so you can afford to go to a community college art class or two. And keep drawing. Copy old master work. Copy work you like. Getting good will take a lot of work and it will challenge you. There's no guarantee that 'x' amount of time will yield results either. So draw draw draw, study study study, and apply apply apply.
